James H. Vaughn is a distinguished public servant with over 55 years of combined experience in law enforcement, corrections, youth development, military leadership, and ministry. His journey began with the State Police in Ohio and Georgia, later serving as a Georgia Prison Administrator and Director of the Georgia Youth Development Center. Rising through the ranks, he became Regional Administrator for Georgia’s Youth Development Centers, shaping programs that impacted countless young lives.

Retired Major with 26 years of honorable military service, Vaughn also dedicated 19 years to Security Administration and over 30 years working directly with at-risk and underserved youth.

A lifelong learner and leader, he holds a Bachelor of Science in Criminal Justice, a Master’s in Christian Education, and is a Certified Public Manager (CPM) from the University of Georgia.

In addition to his public service, Vaughn has walked faithfully in his spiritual calling, serving as an Ordained Minister for 24 years and preaching the gospel for 29 years. His work blends authority with compassion, discipline with discipleship—a legacy rooted in both justice and grace.
